Rare broadsheet printed in Haiti, at Cap-Français (or Cap-Haitien, Cap-Hardy, or Cap-Henry), at the north coast of the island, with an announcement by the French public council of the island to levy a tax of absence, penalizing the property owners of the city of Cap(-Français), who left the Colony and leaving their houses unoccupied. This decree was issued under command of the French colonial authorities, Rochanbeau, general chef and, Fontaine, secretary general, and Voisin, maritime and colonial inspector, just  a month before the decisive defeat of the French army by Dessalines, 18th November 1803.  Dessalines became Haiti's first ruler after their declaration of Independence 1 January 1804.
