The purpose of the game probably is to fold the strips of paper in such a way that each time a different part from the back comes to the front, and thus completely transformes the various characters. No title or publisher's address is present, but on envelope is handwritten in old ink: "Le Transformisme Humain - selon la Doctrine de Darwin". So probably the game was produced in France.
