First edition, published simultaneously at Paris and London, and in the same year also at The Hague in the Netherlands. George Marie Butel Dumont, a French jurisconsult and publicist, was born in 1725. He was secretary to the French Embassy in Russia, and later became the Director of the "Dépôt du contrôle central". He wrote several books on the history and commerce of English colonies in North America.
